DELETED AMENDMENTS REFERRED TO COMMISSION CETAILS OF THE PROVISIONS The position regarding the four clauses of tho Auckland Metropolitan Milk Amendment Bill which have been deleted by the Local Bills Committee of tho House of Representatives was explained yesterday by the chairman of the Milk Council, Mr. G. W. Hutchison. Although tho clauses had been dropped from the bill, it had been agreed to refer them to the Executive Commission of Agriculture for consideration. He was not certain what procedure would be followed, but presumably evidence would bo taken and a report prepared. Of the four clauses, section 9 of tho bill provided machinery whereby a special levy might be made as security for a loan raised by the council for carrying out anj of the purposes of tho principal Act or its amendments.

Section 20 included provisions to prevent an agreement being entered into with suppliers to deduct from tho price to bo paid to them as fixed by tho council, "office and managerial expenses, interest on and repayment of all loans and all working expenses of every kind." It also provided that all sales of milk from dairymen to vendors should bo effected by written contracts.

Under section 23 tho council was given general powers to engage in the purchase, handling and sale of milk. These included undertaking its treatment; disposing of milk not,required for human consumption bj r manufacture into butter, cheese and other products; acquiring property, plant, machinery, vehicles, and goodwill of businesses, and undertaking propaganda to promote the consumption of milk. Tho final clause which has been referred to the commission, section 26 of the bill, empowered the council to stipulate that after 60 days' notice, all milk produced by dairymen for sale ■within the milk district should be sold to tho council.
