ITALIAN ATTITUDE
ALLEGED INTIMIDATION UNWILLING TO NEGOTIATE ROME, Oct. 16 Official quarters in Rome declare that Italy cannot treat for a settlement of the Abyssinian conflict in an atmosphere of intimidation. They suggest that the British Home Fleet must be withdrawn from the Mediterranean and that the preparation of sanctions must be suspended before Italy will consent to talk. Otherwise the impression may be created that she has been subjected to dictation.
