INCREASING PENALTIES HINT OF LEGISLATION [BT TELEGRAPH —SPECIAL REPORTER] WELLINGTON, Friday In the speech delivered by the Governor-General, Viscount Gal way, at the opening of Parliament yesterday, an indication was given that legislation dealing with transport and motor vehicles would come up for consideration this session. It is gathered that a stiffening of the existing law is contemplated in several important directions, notably in the provision of a more severe penalty for persons found guilty of the conversion of cars. Not only may statutory penalties be increased, but the Courts may also be given a wide discretion than they enjoy at present in such cases.
