ADMINISTRATION CHANGES PORTFOLIOS REARRANGED SYDNEY, Aug. 28 The New South Wales Cabinet has approved administrative changes in the functions of the State Government Departments, necessitating a rearrangement of portfolios. The Government Whip, Mr. J. B. Shand, will be promoted to the position of an Assistant Minister without portfolio. Mr. E. S. Spooner takes the title of Minister of Works and Local Government, and Mr. Hawkins will be Minister of Social Services. * The changes have been made to p r o- < mote economy, increase efficiency and avoid overlapping p.nd duplication. ~
