NEW ADMINISTRATOR PETITION FROM APIA [FROM OUB OWN CORRESPONDENT] APIA, Aug. 9. A petition to the New Zealand Government for the permanent appointment of the present acting-Administra-tor, Mr. A. C. Turnbull, is in circulation here. Mr. Turnbull has during the past few years, when holding the position of secretary to the Administration, become very popular. He has been again acting as Administrator since the departure of Sir Herbert Hart.
