—iHPOLITICIAN'S CONTENTION DUTY OF THE DOMINIONS (Received Auguiit 11, 5.5 p.m.) LONDON, Aug. 10 The Conservative member of the House of Commons lor Kirkclale, Liverpool, Mr. R. Rankin, in a letter to the Times, says the Empire's diminishing birth-rate is producing a crisis. Ho contends that the Dominions, in order to convince the critical outside world that they are genuinely filling their empty spaces, would be prudent if tliey doubled their population about every ;35 years.
