AMERICAN BY-ELECTION BIG TURNOVER OF VOTES (Received August 8, 5.25 p.m.) NEW TORlt. Ang. 7 The surprise Republican victory in the Rhode Island by-election is generally interpreted as a significant defeat for President Roosevelt and his "new deal." The voters of the State, who sent a Democrat to Congress with a majority of 21,000 at the last election, have now elected Judge Charles Risk, Republican candidate, with a majority of 13,000 over Mr. Antonio Prince (Democrat). The Republicans are jubilant, but most Democrats scoff at the contention that the poll revealed the national trend.
