MacDONALD'S POST OTHER PORTFOLIOS APPROVAL OF KING Br Telegraph—Press Association—Copyright British Wireless RUGBY, June 7 The resignation of the Prime Ministership by Mr. Mac Donald and the reconstruction of the Cabinet were announced to-day. In company with the King's private secretary, Lord Wigram, Mr. Mac Donald drove from the Prime Minister's official residence, No. 10 Downing Street, to Buckingham Palace and was immediately received in audience by the King, to whom he tendered his resignation of the post which he had held continuously for six years. Mr. Mac Donald remained with the King for about an hour, and shortly after the audience concluded Mr. Stanlev Baldwin was summoned to the Palace and accepted the invitation to take over, for the third time, the office of Prime Minister. Finally the King approved the following Cabinet appointments: — The Reconstructed Cabinet Prime Minister and First Lord of the Treasury.—Mr. Stanley Baldwin. Lord President of the Council—Mr. Ramsay Mac Donald. Chancellor of the Exchequer.—Mr. Neville Chamberlain. Lord Chancellor. —Viscount Hailsliam. Home Secretary and Deputy-Leader of the House of Commons.—Sir John Simon, Foreign Affairs. —Sir Samuel Hoare. Lord Privy Seal and Leader of the House of Lords. —The Marquess of Londonderry. War. —Viscount Halifax. Dominions Secretary. Mr. J. H. Thomas. —Sir Philip Cunliffe-Lister. India. —The Marquess of Zetland. Secretary . for Scotland. —Sir Godfrey Collins. Baronetcy 7 for Sir Hilton Young In addition, Major G. C. Tryon, formerly Minister of Pensions, was appointed Postmaster-General. This office does not carry Cabinet rank. The King has approved that the dignity of baronet, of the United Kingdom be conferred upon Sir E. Hilton Young, formerly Minister of Health. Ministers who have retired from Cabinet office and are not included in the new Cabinet are Viscount Sankey, who was Lord Chancellor, and Sir John Gilmour, who was Home Secretary. Former members of the Government who now receive Cabinet rank are Mr. Malcolm Mac Donald, son of the ex-Prime Minister, and formerly Under-Secretary for Dominion Affairs; Mr. Anthony Eden, formerly Lord Privy Seal; and Mr. Ernest Brown, Secretary of the M\nes Department in the late Government. Analysis ol the Changes New members of the Government with Cabinet rank are: Lord Eustace Percy, seventh son of the seventh Duke of Northumberland, who was a member of the Joint Select Committee on India and has taken a prominent part in the debates on the Government of India Bill; and the Marquess of Zetland, who was Governor of Bengal from 1917 to 1922. He was a member of the first Indian Round Table Conference and also a member of the Joint Select Committee. It will he seen that Mr. Mac Donald has taken over the office formerly held by Mr. Baldwin. Other former Cabinet Ministers who have been appointed to new offices are: Lord Hailsham, formerly Secretary of State for War, Sir John Simon, formerly Foreign Secretary; Sir Samuel Hoare, formerly Secretary of State for India; Lord Halifax, formerly President of the Board of Education; Sir Philip CunliffeLister, formerly Colonial Secretary; Mr. Oliver Stanley, formerly Minister of Labour, and Sir Kingsley Wood, formerly Postmaster-General. Ministers Who Retain Old Posts Mr. Neville Chamberlain, Mr. J. H. Thomas, Sir Godfrey Collins, Mr. Walter Runciman, Sir Bolton Eyres-Monsell, Mr. Walter Elliot and Mr. W. OrmsbyGore hold the same portfolios in the new Administration as in its predecessor. Britain now possesses the largest Cabinet of recent years. Other junior Ministerial appointments will be announced after the Whitsuntide recess. The appointment of Ministers without portfolio is a new departure since 1921. Mr. Eden will continue to represent Britain at Geneva.

TRIBUTE BY LE JOURNAL *— ■ ■ PARIS, June 7 " Pertinax," commenting on Mr. Mac Donald's retirement in L'Echo de Paris, remarks that during the past year Mr. Mac Donald had seemed a complaisant, disillusioned puppet and a familiar figure at houses of the great in London. All the hope placed in him had proved false. His European projects had failed, and his practical, moderate Socialism had negligible results. Le Journal, on the contrary, pays a tribute to Mr. Mac Donald's graceful exit from politics.
