COMBINED PROPOSAL LEVY AND RESTRICTION LONDON, May '2 It is understood that the leading article in tho Times on the meat problem, which referred to the eventual combination of the principles of a levy and restriction, represents the fundamental features of the British Government's plan as proposed during the negotiations. However, no levy is likely to be applied before November. 1936.
