LABOUR CONSCRIPTION
SUGGESTED AUSTRIAN PLAN MILITARY FORCES QUESTION (Received April 15, 7.5 p.m.) LONDON, April 15 The Vienna correspondent of the Daily Telegraph savs in view of the political hostility to military camscription, the Government apparently intends to introduce conscription of labour, covering the whole population, then to select those fitted to serve as military or lahour conscripts for a year. They will be judged " by their physical and moral qualities." The bearers of arms will be limited to supporters of the present regi me.
