LONDON REPRESENTATIONS APPOINTMENT OF COMMITTEE JOHANNESBURG, Feb. 25 A committee was appointed by the Press Conference to-day as a sequel to a resolution passed at Capetown, that a committee proceed to London to endeavour to secure a prompt review of press cable and beam wireless rates, and the utilisation of surplus capacity by a low, deferred rate of a penny a word. The committee includes Mr. George Kerr, jun., Timaru, New Zealand, and two Australians, Messrs. Delamore McCay and F. L. Dumas. Consideration is being given to the question of including in the scopo of the committee cable rates for picturegrams.

After a lively discussion the conference adopted a resolution inviting the attention of the Empire Press Union to the increasing efforts being made to exploit editorial columns as a means of disguised advertising. In the interests both of the public and the press, tho conference called upon newspaper executives to exercise a rigid scrutiny in order to ascertain the underlying purpose of matter received for publication! Tho conference decided that, in order to maintain effective continuity of the Empire Press Union activities between the intervals of the quinquennial conference, there should bo annual meetings of a committee of members of the union selected by each section each year, on the following basis:

Selected by Britain, including Northern Ireland, - six .members; selected by Australian, New Zealand, Canadian, African and Indian sections, two each; from any other Dominion whore a section of the union exists, two members; from members in other parts of the Empire, one each.
