EFFECT ON THE NAZIS DIPLOMATS' IMPRESSION LONDON, Jan. 23 Discussing the effect of the Saar plebiscite on Germanv, the Observer states that European diplomats have received the impression that some ot Herr Hitler's influential colleagues are less attracted by friendly methods than by defiance. "Germany has been perversely _ affected by the result of the plebiscite," says the Observer, " making her less disposed to take advantage of the opportunity afforded by the Pome agreement for a European understanding.
