NEW BLOOD INFUSED "CHANGING OF THE GUARD" ROME, Jan. M The Prime Minister, Signnr Mussolini, announces big changes in the Cabinet. The King has issued a decree accepting the resignations of the Ministers of Finance, Agriculture, Public Works, Communications, Justice and Land Improvement, and appointing new Ministers, all young men. Signor Mussolini continues to hold the remaining eight portfolios. All Under-Secretaries are also replaced. It is stated that the readjustment is not sensational, but merely " a periodical changing of the guard."
