THE VICEROY'S ADDRESS GOOD IMPRESSION MADE (Received December 23. 5.5 p.m.) British Wireless RUGEY, Dec. 22 The address delivered by the Viceroy of India, the Earl of Willingdon, on December 19, to the European Association at Calcutta is regarded in Bengal as the most educative pronouncement on the proposals of the Parliamentary Select Committee since the publication of the report. A thorough study of the report, it is stated, is bringing home to Indian opinion the measure of advance conceded by the proposals.
