Underlying the negotiations was the recognition that the apparent overproduction was due entirely to the ■present dislocation of international trads. .... The conference did not' subscribe to the theory of over-production. Its attitude was that intelligent planning woidd overcome tho present trade conditions and that world production eventually would be absorbed.
