PARLIAMENTARY RULE A FINAL EXPERIMENT SUPPORT FOR NEW PREMIER (Eeceived November 14, 10.55 p.m.) PARIS, Nov. 13
The new Prime Minister, M. Flandin, on meeting the Chamber of Deputies for the first time, presented a Ministerial declaration. He warned critics of the Government that France was making her last experiment in Parliamentary Government.
" Our sole object is to maintain peace at home and abroad," said M. Flandin. " So I ask you to forget quarrels and set an example of union." Replying to a Socialist's inquiry regarding the restoration of freedom of trade, M. Flandin retorted that it was not the time for doctrinal controversies. "We must return progressively to freedom which does not mean abolishing protection and cancelling exceptional legislation." The Chamber passed a motion of confidence in M. Flandin by 423 votes to 118. The Socialists abstained from voting.
The Government has prohibited al processions and street demonstrations
