JAPANESE PROPOSALS COMPLETION OF SURVEY (Received November i, 5.5 p.m.) British Wireless RUGBY, Nor. 3 A stage has been reached in the naval conversations at which a survey of the proposals advanced by Japan has been completed by the British and United States delegations in consultation with the Japanese representatives and with each other.
