ENCUMBERING ROADWAY
AN UNUSUAL CHARGE THREE MEN CONVICTED [by telegraph—press association] WELLINGTON. Friday Three men, Arthur Douglas, a clerk, Behvyn Charles Newsom,- a leadlight glazier, and Arthur Wadsworth, a car painter, were convicted in the Magistrate's Court .to-day on the unusual charge of negligently encumbering a roadway by standing and loiterirg on it. 7 > ' "The highway is provided for the purpose of proceeding along anci not for standing on," said Mr. E. Page, S.M. "When roads are full of vehicles tb.i rule is important. There ar r > certain courtesies of the road which all should observe.'J Percy Francis Mulhane, whose car slightly damaged one of the defendant's bicycles when they were standing on the road was charged with negligent (Ir ving, but Mr. Page held that the motorist was not to blame and dismissed *he charge.
