There wan some oppasitiion to tlie policy of complete consolidation, on the ground that it would mean the highly rated central area would have to bear an undue share of the interest burden incurred in part by {suburban areas for their own special needs by polls of ratepayers. An alternative proposal for conversion wi th consolidation in 12 groups or areas wa.s rejected and complete con-' solidation wasi approved.
