SUFFERINGS OF CHINESE REFUGEES IN TREES PEKINd. Sept. 5 Flood refugees numbering 100,000 are living on tree tops near Changyuan, on the Hopei-Honan border, owing to their houses being washed away by the overflow of the Yellow River. It is reported that 300 villages are completely inundated, leaving the inhabitants destitute of food and clothing. . The Government estimates that floods and drought have been responsible for the loss of 1,000,000,000 dollars this year. Nearly two-thirds of the country has been affected by the twin perils.
