Sir, —I am quite in, agreement with" your correspondent, A. Bennett's, contention that the punishment should- he made to fit the crime. In the present case it would be very difficult to devise a punishment to fit the crime of deliberately depriving little children of the one food necessary for building them up to become healthy men and women. I think a greater punishment than that of baiting the chairman of the JJilk Council will be the removal of their nice, little, one-sided bill from the statute books. This can be done only by backing up those public-spirited women who have taken the matter in hand. Provided they receive the wholehearted co-operation of the citizens, I have little doubt of their ultimate success as, in the past, they have proved that, when they put their hand to the plough, they always finish the furrow, Geo. We hear a lot about planned production and distribution, yet when a plan is put into operation the very ones who talked most about planning make the most noise. But, suppose'that this scientific planning were applied to every branch of our commercial and industrial life, can anyone imagine the hubbub that would follow. No wonder that President Roosevelt is finding the: going hard. The lesson seems to be that there is a great gulf between theory and practice, a point overlooked by the thousands of reformers who have plans for putting everything right whilo you wait.. Diogenes.
