NATIONAL GOVERNMENT TRIBUTE TO ACHIEVEMENTS CHIEF AIMS OUTLINED (Received May 4, 5.5 p.m.) LONDON, May 3 At the Royal Academy banquet the president, Sir William Llewellyn, proposed the toast of the Government. He said the people should be grateful to the Ministry for the contrast between Britain and less happy countries. In replying the Prime Minister, Mr. Mac Donald, said confidence was justified, but not complacency or extravagance. The difficulty was that' the nations lacked sufficient mutual trust to adopt policies of goodwill and cooperation. \ The British Government's aim was to enable the nation to develop on its own income by concentrating on the reconstruction of the homes qf the masses and restoring prosperity in the depressed areas.
