CONDITIONS OF WORKING PROVISIONAL AGREEMENT [BY TELEGRAPH PRESS ASSOCIATION] G-REYMOUTH. Friday A conference between the West Coast Miners' Council and the coalmine owners regarding a new working agreement for the West Coast, which has been proceeding .at Greymouth since Wednesday, has concluded. A provisional agreement was reached, which will now be submitted to the miners' unions for ratification or otherwise. The old agr<;ement expired in January. _____
