Cobbe, whose attention has been drawn to newspaper criticism of the Prisons Department's refusal to permit 0. F. Nelson to travel from the Samoa steamer to the Paparua prison in a taxi, and to a suggestion that he was entitled to this privilege as a political prisoner, replied: "The Prisons Department recognises no -distinction between prisoners. It recognises no rank or distinction. On receiving instructions that a certain prisoner has arrived, it has to convey. him to the prison. The department cannot allow prisoners to decide their own method of conveyance."
