COTTON CONFERENCE
BRITAIN AND JAPAN (Received February 15, 6.5 p.m.) British Wireless RUGBY, Feb. 14 The President of the Board of Trade, Mr. Walter Buncjman, formally welcomed representatives of the British and Japanese cotton and rayon industries to-day, when they assembled in London to begin conversations. Afterward he withdrew, as the discussions are being conducted, not between Governments, but between the respective delegates.
