EXTRACTS FROM THE HERALD The following are extracts from the Xew Zealand Hebald of January 14, 1884: It has transpired that the Chinese Government have virtually declared war against France, and all hope of s. peaceful settlement of the francoChinese difficulty has been abandoned. ]t is understood that the French nave' already formed designs for an attack in. force upon Canton, and it is expected that a movement thither will shortly be made by a large nava! and military force. In the course of a speech at _ Toronto two days ago, the Marquis of Landsdowne, Governor-General of Canada, alluded to the proposed federation ot the Australasian colonies, and expressed a hope that the project would be carried out, and that it would be a great, success, as the federation of the provinces now forming the Dominion ot Canada had proved to be. .
