MAN POWER PROBLEM MOROCCANS MAY BE USED (Received November 5, 6.35 p.m.) PARIS, Nov. 4 The possibility of bringing in coloured troops to correct the current deficiency of home conscripts in France owing to the decline of the birth-rate during the war is believed to be the purpose of a tour of Morocco by General Weygand, Chief of the General Staff. Marshal Lyautey, creator of the Moroccan army, says he fears the Moroccans might become the victims of alcohol and Communism.
