LEGISLATIVE COUNCIL ELECTION OF NEW MEMBERS (Received November 3. 10.15 p.m.) SYDNEY, Nov. 3 A ballot is now proceeding for the election of members to the reconstituted Legislative Council of New South Wales. It is creating the greatest interest in political circles. The result is not expected to be known for a week.
Sixty members are to be elected to tho reformed New South Wales Upper House and there will be four separate ballots for the election of 15 members at each. The first ballot was held on Thursday, the second will be held on November 16, the third on November 30, and the fourth on December 14. The electors are the sitting members of both Houses of the State Parliament.
There are 126 nominations, luado up as follows:—6s Government supporters, 38 State Labour Party, 12 Federal Labour, "and 11 others, including independents.
Of thi? present members of the Legislative Council 23 did not seek nomination. They are: —Sir J. A. Murdoch, Sir J. Joynton Smith, and Messrs. J. Ashton. G. Black, S. L. Cole, L. Cotter, G. A. Dcwar. P. G. 1). Fitzgerald, T. S. Gordon, T. D. P. Holden, W. E. Kirkness, J. Keegan, W. F. Latimer, J. W. Macarthur-Onslow, J. Lane Mullins, J. A. K. Mackay, V. Molesworth, W. H. Moses, J. Travers, T. Waddell, W. D. Warden, H. F. White and J. H. Wise.
The consensus of opinion in political circles in Sydney is that, when the four Upper House ballots are completed the Government will have from 38 to 44 representatives 'in the new House, the State Labour Party 16 to 22, and the Federal Labour Party possibly one. It is considered by Ministerialists generally that, at the most, only six outside nominees will succeed in the ballots. Very little chance is given to the election of a woman. The 15 members elected in the first ballot will have a tenure of 12 years; those elected at the second ballot, nine years; it the third ballot, six years; and at the fourth, three years. Thus one-fourth of the members will be elected every three years.
