FRANCE AND ANDORRA (Received August 21, 5.5 p.m.) PARIS, Aug. 20 Fifty French gendarmes in motor-cars havo been rushed from Perpignan to Andorra, the little Republic in" tho Pyrenees, to enforce obedience of the co-Princes' edict dissolving the Government and appointing a provisional council pending an election.
