A SIXTH PORTFOLIO NOW MINISTER OF WAR (TJeceivcd July 21, 5.5 p.m.) HOME, July 21 In .consequence of General Gazzera's resignation the I'rime Minister, Signor Mussolini, has taken over the Ministry of War. This is the sixth portfolio he holds. This step is believed to be a preliminary to Signor Mussolini's assumption of the supreme command of all the fighting forces in Italy. General Balbo, Air Minister, has been created an Air Marshal.
