NOT TO HEAR BY-LAW CASES MINISTER'S INTENTIONS In reference to the report that th# Minister of Justice proposed to employ justices of the peace to. take by-law cases, the following report by the city solicitor was submitted by the By-law» Committee to the Wellington City Council: —

"I personally saw the Minister. He read to y "me a shorthand note of what he stated. His purpose is to employ justices of the peace to take small cases in the country. He is trying to enlarge the magistrates' districts, as thsy have not enough to do in many cases. This nwaus that they will only hold Courts in small centres once ; a month. In the meantime petty oS<sm have to be dealt" with. He has no intention of employing justices of thfl peace in by-law cases.
