LOWER TARIFFS
AMERICA'S POLICY ANSWER TO CRITICISMS WASHINGTON. April 11 The Secretary of State, Mr. Cordell Hull, described as "antiquated, obsolete and bewhiskered" the theory that a moderation of tariffs would flood the United States with the products of cheap foreign labour and drive down the American standard of living. Persons who talked about cheap foreign labour throwing American workmen out of employment should debate the question with the 13,000,000 American wage-earners who, Mr. Hull said, had been thrown out of work during the operation of the highest tariffs in America's history. The whole basis of trade among the nations, Mr. Hull said, was a mutually profitable exchange of goods. "The Administration does not contemplate the destruction of any sound industry," he said. "The new tariff policy will put American business on a healthier and more prosperous basis."
