AN IMPROVED POSITION CHANGE -IN STANDARD TIME V [BY TELEGRAPH —PRESS ASSOCIATION] WELLINGTON, Thursday The Apia correspondent of the Press Association writes on March 27: —The Legislative Council held its first meeting of the 1933 session on Thursday, March 23. Two newly-elected members, Mr. I. H. Carruthers and Mr. A. R. C'obcroft, weije welcomed. In his opening address, the Administrator, Mr. H. E. Hart, stated that the finances of the territory had been much steadier during the year just closed as compared with the previous 12 months. Figures to date showed that revenue would exceed the amount estimated und there would be a surplus on the year's .working. It had been possible to manage the affairs of the administration without increasing taxation. Three bills wero before the Council :—The Samoa Standard Time Ordinance, the Labour Ordinance, and the General Laws Ordinance. The Samoan Standard Time Ordinance and the General Laws Ordinance were passed, while the Labour Ordinance was held over, being still under consideration by the Crown Law Office in Wellington. Standard time for Western Samoa is to be advanced 30 minutes as from October 1, 1933. This will, make Samoan time 11 hours slow on Greenwich. The Samoan representatives on the Council, the Hon. Mataafa and the Hon. Malieboa, 0.13. E., joined in offering a welcome to the two now members.
