sabotage inconceivable OGPU'S MISTAKEN VIEW LONDON, March 22 Mr. Chalmers Kearney, ;i well-known British railway engineer, is spending a few days in London prior to returning to Moscow, where he is consulting with the Soviet regarding the construction of an extensive underground railway. In conversation with a representative of the Sun news service he said foreign residents were unanimous in the opinion that the Ogpu had mistakenly arrested the employees of the Metropolitan Vickers Company. It was inconceivable to believe that they would stoop to sabotage. Trouble with electrical machinery could be due to a variety of causes which the nervous Ogpu wrongly attributed to interference instead of to technical difficulties. Also it could be due to the inexperience of Russian engineers, and the inefficiency of workmen whose tendency was to believe that the most complicated mechanism should operate faultlessly from the beginning.
Mr. Kearney, in discussing conditions in Russia generally, said the Government was faced with great difficulties, but had overcome the worst obstacles and should, with reasonable luck, succeed in executing its plans.
