BANKER'S ARREST
WASHINGTON, March 22 The arrest of Charles E. Mitchell, the former chairman of' the board of the National City Bank, on a charge of evading payment of income-tax, is regarded in Washington as the first action in the Government's drive against banking officials Buspected of breaches of the law.
