DEPRESSION IN AMERICA PROMINENT TRADER'S VIEW CHICAGO, Feb. 20 Mr. Arthur W. Cuttcn, a prominent stock and grain trader, expressed the opinion to-day that better times aref ahead and that the worst of the depression is over. Mr. Cutten said Congress could do much to alleviate the situation by the adoption of a four-point programme to balance the Budget, reduce Government expenses drastically, refrain from interfering with business and levy no more additional taxes.
