PROPOSED LEGISLATION GIVING POWER TO BOROUGHS TWO AUCKLAND COUNCILS [BY TELEGRAPH —SPECIAL REPORTER] WKLLINUTON, Thursday Kotice of his intention to introduce the Onehunga and One Tree Hill Boroughs' Water Supply Protection Bill was given by Mr. H. G. R. Mason (Laboui —Auckland Suburbs) in the House of Representatives to-day.

Explaining the bill in a subsequent interview, Mr. Mason said tho waterworks of the two boroughs derived their supply from underground streams in land of volcanic origin. It was deemed desirable that for the purpose of conserving and protecting supplies, the boroughs should have the power to prohibit or regulate boring or sinking for water or other purposes in land within their respective districts. The bill seeks to confer power on tho Borough Councils concerned to make bylaws prohibiting or controlling the sinking or putting down of wells or artesian bores for obtaining water; regulating or controlling boring by way of searching for water, oils or minerals; prescribing conditions in any permit for boring; preventing interference with or diversion of any underground stream or channel, and maintaining tho purity of the underground water supply. Under tho proposed legislation the councils may also prescribe fines up 1o £SO for any breach of provisions, or £lO daily in the case of a continuing breach.

In the quaint phraseology of Parliament, Mr. K. J. Holyoake, the newlyelected Coalition member for Motneka, took his oath and his seat in the House of Representatives to-day. Mr. J. N. Massey (Franklin) and Mr. J. Bitchener (Waitaki) acted as Mr. Holyoake's sponsors at the swearing-in ceremony. The new member shares a back row seat on the cross-benches with Mr. W. P. Endean (Parnell).
