SOUTH AFRICAN UNION PROBLEM OF LEADERSHIP ■ CAPETOWN, Jan. 13 Negotiations between Mr. Tielman Roos, Nationalist leader, and the South African Party, of which the leader is General Smuts, with a view to the formation of a coalition in an endeavour to overthrow the Hertzog Government, were broken off this evening. Mr. Roos asked for five portfolios for himself and his supporters, one Labour portfolio and five portfolios for General Smuts and his followers, totalling 11, the choice of Prime Minister to be acceptable to both parties. , This would mean that Mr. Roos or another Nationalist would be Prime Minister. General Smuts telegraphed to the negotiators saying he could not agree to the proposal, and repeated his offer of the deputy-Prime Ministership and three portfolios to Mr. Roos, who thereupon broke off the negotiations. Mr. Roos has issued a statement to the effect that the fight for a coalition will bo continued.
