POSITION IN GERMANY RESIGNATION ACCEPTED PARTY LEADERS TO CONFER FUTURE STILL DOUBTFUL By Telegraph—Press Association—Copyright (Received November 19, 12.15 a.m.) BERLIN, Nov. 18 The Chancellor, Herr von Papen, has resigned and the President, Marshal von Hindenburg, has accepted his resignation. The development will enable a meeting of party leaders to be held with a view to the formation of a Government of national concentration. If these efforts fail, the President is expected to ask Herr von Papen to resume office and face a hostile vote in the Reichstag. This contingency is arousing misgivings among politicians as it may lead to a violation of the Constitution. The only possible Government with a majority would be a coalition of the Nazis and the Centre Party. The President is expected to interview the leaders of the Centre, People's and Nationalist Parties on Friday and Herr Hitler, leader of the Nazis, and Herr Schaeffer, head of the Bavarian People's Party, on Saturday. It is stated at the headquarters of the Nazis, however, that Herr Hitler may not participate in the conference and that he maintains the attitude that the Nazis must head the Government or remain outside it. Marshal von Hindenburg is said to be determined not to havp another dissolution of the Reichstag without substantial reasons, nor an alteration of the Constitution without the full approval of the people.
