NEW ZEALAND PENALISED INDIGNATION AT SUVA SUVA, Nov. 5 There is some indignation in local commercial circles at the Governor's order that the customs must take exchange into account in assessing import duties. One effect of the innovation is that it penalises Britain and New Zealand as against Australia.
