HEAVY ANNUAL TOLL The hugo wastage from fire loss was emphasised by Captain T. T. Hugo, presi dent of the New Zealand branch of the Incorporated Institute of Fire Engineers of Great Britain in the course of a deputation to tho Minister of Education in Wellington last. week. He referred to a system of school instruction in the United States and Canada, and said that between 1922 and 1926 the average waste had fallen from 23s 6d per head to 18s 9d a head, while in New Zealand, over tho samo period, it has risen from 12s lid to 17s Bd. From 1927 to 1931 there had been a further fall in fhe United States and Canada to 16s, but there had been a vise in New Zealand to 18s Id. In Great Britain the loss from 1922 to 1930 was ss, but that figure was no criterion on account of tho difference in building materials in New Zealand and in Great Britain.
