REFUNDS OF HOLDINGS .;§ jf|J The procedure to be followed by holders , of French loans who desire to obtain refunds of their hpldings instead of partici- ,>,|r pating in the £1,000,000.000 conversion scheme approved by the French Parlia-, . ment last week, is outlined in a cablegram from Paris received yesterday by the consul, M. Edouard Joubert. Requests for refunds must be submitted to the consul* || for visa by September 24 and the docu* ments must reach the French Treasury by, November 30.
