DEPARTMENT'S ADVANTAGES EFFECT ON PRIVATE OWNERS [»V TELEGRAPH —i'HESS ASSOCIATION] WELLINGTON, Thursday Concern with the detrimental effect upon private shingle pit proprietors of privileged trading jn shingle by the Prisons Department was expressed by the executive of the Associated Chambers of Commerce to-day, and a subcommittee was appointed to confer with the Con-troller-General of Prisons on the subject. Correspondence was received from the Canterbury Chamber of Commerce urging a full investigation of the position by the association in view of complaints made to the chamber by shingle pit proprietors, it, was pointed out that the highest rate of prison pay was 0d u day, and the lowest rate, on wages in 1928, Is lOd an hour for a private c|uarrynian. The result was that the Prisons Department was able to tender at a price with which the private proprietor, who also had to pay rates, taxes and other charges under different Acts and regulations, was lyiable to compete.
