BRIAND-KELLOGG PACT
AMERICAN POINT OF VIEW ' CONSULTATION IMPLICATION British Wireless RUGE'Y, Aug. 9 ' A profound impression has been created by a speech of Mr. H. L. Stimson, United States Secretary of State, in New York last evening. The press welcomes his / statement that the Briand-Kellogg Pact •" necessarily carries with it the implication of consultation " between signatories faced with the threat of violation. This implication, Mr. Stimson said, has not been fully appreciated by those anxious to see the pact supplemented by a formal provision for consultation. He h. added that this interpretation would become one of the great permanent policies of the United States. Acceptance of Mr. Stimson's interpretation of the - pact must constitute a valuable strengthening of the world's security and of the international architecture of the pact.
