EMPIRE SETTLEMENT.
CAPITAL AND MAN-POWER. CHARTERED COMPANIES URGED. f LONDON, April 25. The Morning Post, in a special article on the development of Imperial estates, emphasises the neglected opportunities through not utilising the unexploitcd capital and man-power of Britain. It is true that the Dominions no longer welcomo haphazard migration, so if migration is to bo resumed on a pre-war or even greater scale, it must bo according to an organised plan, having regard to the ultimate disposal of Dominion products as well as to iho careful selection, training and establishment of the new settlers. Ihe most effective method is by Imperial chartered companies operating in partnership on an unprecedented scale. The Overseas Settlement Committee is in the position of a contractor who has no ground on which to erect a house, and it therefore cannot direct or concrol expenditure. Chartered companies, however, would acquiro land in various parts of the Empire and would train and establish settlers in direct production along the most scientific lines and in Iho uso of credits arising from tlio disposal of primary products to the best advantage of British exporters.
