CONSERVATIVE APPROVAL. CHRONICLE SCENTS DISASTER. (Received April 22, 11.15 p.in.) LONDON, April 21. The Conservative newspapers welcome the now duties. The Times says the scheme gives the impression that the Government is developing its tariff policy with moderation and resolution. No one can imagine such a policy perfected so swiftly. Its experimental constructive character has been carefully preserved. The Daily Herald, on tho other hand, says that when the full effects of the new burdens on tho consumer and housewife are felt tho electors will demand penance. Tho News Chronicle describes the new duties as a disaster and demands a prompt announcement that the Government is willing to remove or lower them in favour of any nation willing to do the same. Otherwise, says llio paper, the blow to Britain's export trade may be irremediable.
