With his application, Iho mortgagor or tenant may file I supporting affidavits and t!ie mortgagee or j c.i her persons affected may lile affidavits I in reply i:i cases where (he parties cannot agree, Ihe registrar of the Supreme Court or the •chrk of the, Magistrate's Court, as the ra.se may I-e, shall refer tho applicants to ■an adjustment commission for investigation. After receiving the commission's .report, the. registrar shall, after reference to the lespeOtive parties, fix a time and | place for the hearing of the application hy the Court. It is expressly prescribed that no •Court fees shall be payable in connection "with any applications under the Mortgagors' l!elief Act. J 93], the Mortgagors' l'olic: Amendment Act, 1931, or "tlie Mbrtagors' and Tenants' Relief Act, 1932.
