Special significance is attached to two developments in tho prohibition situation which have just occurred. The first is the adoption by tho Missouri State Republican convention of a resolution asking for the resubmission of tlie Eighteenth Amendment to tlie State, constitutional convention and the approval of (his resolution by the Secretary of Agriculture, Mr. A. M. Hyde, one of tho leading "dry" exponents in tho Cabinet.

The second is the announcement of plans for "beer parades" in all parts of the country as suggested by tho Mayor of New York, Mr. J. Walker, for May 14. Tho heads of cities and national groups of various sorts, including (ho American Federation of Labour, havo accepted this proposal and demonstrations throughout America are expected.

Mr. Hyde's move is expected to presage a similar programme for tho National Republican Party's platform. He explained that lie had not, changed his views, but said he believed in the people's right to bo heard.
