WAIT FOR PRISON VACANCIES.

When 1800 people were summoned at Willesden, England, recently for not having paid their rates, it was stated that the majority of them had no prospect of being able to pay. Brixton, the debtors' prison, is already full, and the authorities will havo to wait for vacancies before they can commit the defaulters.
