He will submit it to his Cabinet to-morrow. It is believed that the reply sets out at length the argument that the oath contained in tho Constitution lias nothing !o do with the treaty. The Note probably will reach Downing Street on Thursday. It is understood that the papers will not be issued to tho press until the whole of tho correspondence has been completed. The Dublin correspondent of the Daily Telegraph says the Republicans at present hold the stage in Ireland. They aro straining every nerve to work up antiBritish feeling in readiness for a diplomatic deadlock. The Irish Republican Army, taking advantage of the present wave of Republicanism to-day began a great campaign- to attract recruits. Its emissaries approached young unemployed men in the streets and many of these aro sure to be sworn in within the next two or three weeks. The cessation of emigration to America is helping tho revolutionaries. Mr. W. T. Cosgrave, Leader of the Opposition, and all his party organisations intend to maintain silence until the Dail reassembles three weeks hence. Mr. Cosgravo's home is continually guarded by detectives and Civic Guards.
